Gobernanza institucional de la inteligencia artificial generativa y comportamiento ético en educación superior: efectos mediadores de la alfabetización en IA y la legitimidad percibida de las políticas

Resumen

La adopción acelerada de inteligencia artificial generativa (IAG) ha convertido la gobernanza institucional en un problema de conducta, no solo de regulación. Este artículo analiza cómo las políticas universitarias pueden promover comportamientos éticos y propone un modelo de mediación paralela mediante alfabetización en IA y legitimidad percibida. Se realizó una revisión integrativa crítica de literatura y documentos normativos publicados hasta el 27 de agosto de 2026. El corpus reunió 35 fuentes centrales de 2022-2026 —28 trabajos académicos y siete marcos institucionales— y dos antecedentes fundacionales. La síntesis temática muestra que las políticas claras pero aisladas producen cumplimiento frágil cuando no se acompañan de formación, participación, criterios disciplinares y mecanismos de revisión. La alfabetización en IA media la relación al transformar normas abstractas en capacidades técnicas, críticas y éticas; la legitimidad percibida la media al convertir la autoridad formal en aceptación normativa basada en justicia, pertinencia y confianza. Se formula un modelo con seis proposiciones contrastables y un esquema de operacionalización para estudiantes y docentes. Se concluye que la gobernanza ética eficaz debe ser formativa, participativa, proporcional y adaptativa. El aporte consiste en desplazar el análisis desde la existencia documental de políticas hacia los mecanismos que explican su traducción en transparencia, verificación, autoría responsable y protección de datos.
