Intervención pública y desarrollo económico territorial en Ecuador: Una scoping review sobre política fiscal, desigualdad, empleo y actividad productiva (2010–2025)

Esta revisión de alcance examina cómo la intervención pública se ha relacionado con el desarrollo económico territorial del Ecuador entre 2010 y 2025, con énfasis en política fiscal, desigualdad, empleo y actividad productiva. Siguiendo las orientaciones metodológicas de JBI y PRISMA-ScR, se realizó una búsqueda estructurada en RePEc/IDEAS, SciELO y portales editoriales, complementada con rastreo de referencias y verificación por DOI. El corpus reunió 28 artículos revisados por pares, organizados en cuatro ejes: política fiscal y capacidad estatal; transferencias, protección social y empleo; estructura productiva y desarrollo territorial; y shocks y resiliencia. La evidencia muestra efectos heterogéneos de la acción pública, determinados menos por el volumen de intervención que por su diseño, focalización, capacidad administrativa y adecuación territorial. Las reformas tributarias y transferencias contribuyeron a reducir pobreza y desigualdad, aunque la informalidad limita la cobertura y genera respuestas laborales diferenciadas. La digitalización tributaria mejora el control, mientras las conexiones políticas pueden deteriorar la eficiencia de la contratación pública. El gasto local, la inclusión financiera y el acceso a insumos de mayor calidad muestran efectos favorables condicionados por capacidades productivas locales. Se concluye que una política territorial efectiva requiere combinar redistribución, integridad institucional, diversificación productiva y sistemas de protección social adaptativos.
